Where and how to apply for the temporary resident to permanent resident pathway

The program is open and the link to the program is here.

I recommend reading the instruction guide very carefully and make sure you use the most current forms. IRCC tweets turned out to be unreliable in some cases. Unfortunately for those who relied on the tweets and not on the guide and are now having difficulty with the payments.
Also, the guide turned out not to be a reliable source and after the opening of the program, changes were made in the guide as well. After sending everybody to the photographer getting new passport photos, IRCC added that digital photos are also okay.

Update New Pathway to Permanent Residency for Essential Temporary Workers and International Graduates

The guide for the new pathway is expected before the 6th of May when the program opens. Meanwhile, there is confusion about when and what fees to pay when applying under this program. Recently Immigration, Refugees, and Citizenship Canada confirmed that the fee payment is part of the application, and you must not pay upfront.

Under this policy, you must maintain legal status, but you can not apply for a bridging open work permit, meaning that when your work permit expires you probably can only extend your stay as a visitor.

International graduates who did not yet receive a diploma or degree will probably be able to apply with the completion letter instead.

Home Child Care Provider Pilot closed to new applications

The Home Child Care Provider Pilot and the Home Support Worker Pilot are 5-year pilot programs that let qualified caregivers and their family members come to Canada with the goal of becoming permanent residents.

The cap for 2021 has been reached and the program is closed for 2021. New applications will not be processed. The pilot will reopen to new applications on January 1, 2022. Caregivers who are already in Canada could also have the opportunity to apply for permanent residence through the recently announced temporary residence to permanent residence pathway for essential workers. The Home Support Worker Pilot has not reached its cap for 2021 and is still open.

Can an Authorized Representative apply for me through this Dedicated Online Portal?
The Canadian Regulated Immigration Consultant (RCIC) can prepare and validate all documents and forms, but you must make an account and upload the forms and documents. The RCIC can guide in person or via video calling through the whole process.

If you cannot manage to apply, you will get the processing fee refunded.
If I forgot to upload a document, will my application be rejected, and will I get my processing fee returned?
If a document is missing, the immigration officer might request additional information or refuse the application straight away. In the case of a refusal, there is no refund. Only the right of permanent residence fee ($500) will be refunded.

Public Policy Permanent Residency Pathway for essential workers and international graduates in Canada

IRCC announced temporary pathways to Permanent Residency to essential workers and international graduates. Under certain conditions, essential workers who intend to reside in a province or territory other than Quebec can apply under one of these policies. The public policies will come into effect on May 6, 2021, and will end on November 5, 2021, or once the intake cap of the applicable stream has been reached, whichever comes first or when revoked. Under the essential worker public policy, a maximum of 20,000 applications under the A-stream and a maximum of 30,000 applications under the B-stream will be accepted for processing. A maximum of 40,000 graduates will be accepted for processing. For french speaking candidates, there is no intake cap.

The public policies target workers and International graduates in Canada. Workers must have recent work experience of at least one year in the past three years in an occupation that is either on list A or on List B or has a combination of work experience.  Graduates must have completed their study recently in the past three years at one of the eligible Designated Learning Institutes mentioned in the public policy.  The PR application must be made online and at the time of the application, the candidate must be working at the time of the application is made and meet the minimum language requirements for the stream. More detailed information on the different streams of the website of IRCC. It is expected that more information on how to apply will be released soon.

Students can start working while waiting for their Co-op work permit

As a temporary measure due to the COVID-19 situation, IRCC has announced that students who are outside of Canada can work while their study permit and co-op work permit are being processed. If their school and employer agree, they can either accept a Canadian work placement and begin working remotely from their home country or work for a company in their home country.

Students who are already in Canada, and have applied for a co-op work permit, may begin their co-op placement, provided they meet all the eligibility requirements (like studying full-time). Students may work full-time on the campus of the university or college. Off-campus, students can work a total of 20 hours per week during an academic term/semester, including both the hours for co-op and the hours for their regular paid job (if they have one). They can work full-time during scheduled breaks in the school year.

Public Policy: Interim work authorization

The public policy allows former work permit holders with job offers to work while their restoration and work permit applications are being processed. If approved under this public policy, applicants may be authorized to start their employment while they await a decision on their restoration and work permit applications.

The public policy remains in effect until August 31, 2021. Eligible applications received on or before August 31, 2021, may benefit from this public policy.
